JRNL_WRAP_ERROR on Single Domain Controller environment

When faced with the following issue on a single domain controller environment
The File Replication Service has detected that the replica set “DOMAIN SYSTEM VOLUME (SYSVOL SHARE)” is in JRNL_WRAP_ERROR.
